Philippe Wamba Memorial Fund for Road Safety in Africa

Request for Proposals for Road Safety Grants for Community-based Projects in Africa

Introduction

The Philippe Wamba Memorial Fund for Road Safety in Africa was established  in April 2004 to promote road safety work in sub-Saharan Africa(http://www.hasanweb.org/memorialbackground.asp).  This Fund was created by the Harvard African Students’ Alumni Network (HASAN), family members and friends of Philippe E, Wamba, an alumnus of Harvard University, who was tragically killed in a road traffic crash in Kenya in 2002.

Road traffic injuries and deaths represent a growing public health problem in low- and middle-income countries (LMICs), many of which are in Africa.  Globally, LMICs account for about 85% of road traffic deaths. The African continent has a disproportionate share ofglobal road fatalities relative its share of licensed motor vehicles.

The Wamba Memorial Fund for Road Safety in Africa is committed to providing seed funding for the implementation of innovative, effective, and sustainable road safety projects to prevent injury and death on roads in Africa.

Objectives of the Fund

The main purpose of the Wamba Memorial Fund is to improve road safety through supporting non-governmental, community-based groups in sub-Saharan Africa that are currently working to improve road safety through public education, advocacy, or infrastructural changes.

Organization of the Wamba Memorial Fund

The Fund is comprised of two committees: the Organizing Committee is responsible for fundraising, dissemination of the request for proposals and administration of the Fund while the Technical Review Committee is responsible for reviewing and approving requests for proposals.  

Application Process

The Organizing Committee of the Fund is hereby inviting non-profit organizations currently working on road safety projects in sub-Saharan Africa to submit innovative proposals for seed funding ranging from US $2,500 to $5,000 following the application process described below.  Interested organizations are requested to send an application for funding of not more than10 pages covering the following issues:

  • Description of the organization including its management structure, team members, objectives and roles (national and/or international) in road safety
  • The organization’s previous experienceand capacity to undertake an effective community-based road safety project in Africa.
  • The organization’s ability to manage projects in the field of road safety from both technical and financial aspects.
  • Description of the proposed project including how it will achieve improvement in road safety in Africa through public education, advocacy or infrastructural changes, implementation strategies, processes and workplan.
  • Estimated budget with justification.
  • Plan for sustainability and continuity of the project after the seed funding.
  • Plan for evaluation and dissemination of project outputs.
  • Resume or curriculum vitae (CV) of the lead person and key team members (maximum of 3).
  • Contact details of the lead person,including physical/ postal address, email address, telephone number and fax number.
  • Letter of support from the local authority (city, municipal or county) certifying that the organization is accredited.

Review Process

Proposals shall be reviewed by a Technical Committee of the Wamba Fund and the successful applicants will be notified by October 31st 2007.
